For Albany, Tom Whalen was the man for his time. As Mario Cuomo once declared, he fit his city perfectly.

Take City Hall! a book by Dan Button, reflects on Tom Whalen’s monumental achievements for the city and its citizens, but in no sense is it to be read as a monumental toke. He inherited an autocratic municipality and his administration exemplified a classic example of reform. One scholar stated that he “created a modern municipal government.”
